Flat roof repair on Staten Island rowhouses
Most attached homes in the borough carry a low-slope roof that you can walk on and never think about. Then a ceiling stain appears two rooms away from the actual hole. This guide explains how these roofs are built, where they fail, and how to choose between patching, coating, and tearing off.
What is actually up there
Rowhouse roofs on Staten Island are usually one of three systems. Older roofs carry built-up roofing, which is layers of felt and hot asphalt topped with gravel or a silver coating. Mid-age roofs carry modified bitumen, a torch-applied or self-adhered sheet with a granulated surface. Newer roofs carry single-ply membranes, most often EPDM rubber or white TPO, glued or fastened in large sheets.
All three shed water toward a drain, a scupper through the parapet, or a gutter at the rear. None of them are meant to hold standing water for days.
The five usual failure points
- Seams and laps. Heat and movement open the joints between sheets. A split seam lets water travel far under the membrane before it shows inside.
- Flashing at walls and parapets. The membrane turns up the wall and is capped with metal or sealant. When the termination pulls away, wind-driven rain gets behind it.
- Penetrations. Plumbing vents, skylight curbs, satellite mounts, and HVAC lines each puncture the field. Every puncture is a future leak if its boot or pitch pocket dries out.
- Drains and scuppers. Leaves and roofing gravel clog them. Water then ponds, adds weight, and finds the weakest seam it can reach.
- Ponding areas. Standing water that lasts more than 48 hours ages any membrane fast. Ultraviolet light and freeze-thaw do the rest.
Repair, restore, or replace

Restoration coating
Right when the membrane is aged but dry and well adhered. Silicone or acrylic coatings add a seamless waterproof layer and reflectivity, typically for a fraction of replacement cost. Coatings fail when applied over trapped moisture, so a moisture scan or core cut first is not optional.
Tear-off and replacement
Right when there is wet insulation under the membrane, widespread seam failure, or soft decking underfoot. New York City limits how many roof layers can accumulate, so a roof that already carries two systems generally must be stripped before a new one goes on. Wet insulation never dries in place. Covering it buys a season and loses a roof deck.
Ask any bidder one question: what did you find at the drains, the parapets, and the penetrations? A bid that only mentions square footage was priced from the sidewalk.
What a repair visit should include
- Interior inspection of the stain and, where possible, the framing above it.
- A full walk of the roof, not only the area over the stain. Water travels.
- Clearing of every drain and scupper.
- Probe of seams and flashings near the suspected path.
- A written scope naming the materials to be used and the area covered.
- Photos before and after. On a roof you cannot see from the street, photos are your only receipt.
